you don't have to ask poeple to scout you; your art is shown in section of the art portal dedicated to unscouted artists; anyone with scouting privileges can see it there and scout you. Poeple go through this all the time, so if you are not scouted chances are it has something to do with your art rather than with getting noticed. In your case I think you forgot to check the "This is not a sketch, please include it in the Art Portal." checkbox when submitting art. You need to have at least 4 pieces of art in the portal to be scoutable.
